The problem is not that Israel doesn't know where the PLO terrorists
are; it does.  It's just that they stay in, or nearby, structures such
as buildings and homes.  A photo taken by Israeli jets flying over
Beirut (shown on ABC's \Nightline/) clearly showed, for example, PLO
tanks near the U.S. and Spanish Embassies.  While artillery may be
accurate, the blast invariably damages surrounding structures.
