[net.games.emp] Re. education bug

  I've seen mention of the empire bug that prevents education,
research, etc. from being developed, but have not seen
any mention of a fix.  Still, I have seen people refer to
the effects of having fixed the bug.  Does anybody have a
fix (short of mailing a new tape to psl)?
