[net.games.emp] * 10 and 255 bugs

Here are the bug reports from the first day of a Blitz Empire (Basic
time unit = 15 seconds) game run here this weekend.  I believe that
we have the current version for a 4.1 BSD Vax.

	Bug in empire - God purchases items from warehouses
	as if they were one item instead of packets of ten.
	I lost a substatial amount of money $$ (concept) and
	time determining the reason i was in deficit spending
	all the time. 		gary

	glitch no. 2 when poeple die of starvation in cities the
	number of dead are announced without the benifit of the 
	10x. when ten die program announce only one.

	time limit invalid above 255 minutes...
	signoff "bye" and sign back on and it is 
	reset to 255

	"load" command doesn't allow loading of many 
	items onto ships and by default enables 'ghost'
	ships with *no* personnel on board. also prevents
	goods, is POGO in favour of restraint of trade?
