[net.games.emp] Speed Eating

Again help -- It would appear that sometimes my urban centers go in
to a speed eating mode consuming 300 to 400 tons of food and 100 to
200 tons of iron ore in a blink of an eye.. This would be find if that
many people were born but, only ten to twenty civ's are made.

Again has anyone had this happen and if so, do you have a fix.
