[net.games.emp] build nuke bug

I remember seeing this problem brought up before, but don't recall the
answer:  why do I get thrown out of empire (Export Version of Jun 26, 1982)
when I try to build in a nuclear center with enough dust/light/heavy for two
megatons and a tech level of 320?  It's not crippling, so long as your Deity
will swap the resources for the bombs, but it is annoying.

By the way, has anyone tried nuking a sanctuary?  I would think it would
be unaffected, but if you had enough energy to fry all the adjacent
sectors to wasteland, good enough, eh?  How much of a blast would I need?

No matter what size nuke you use, sanctuaries will be totally
unaffected.  I ended the last game we had on harpo by creating
and detonating (as God) a 100 meg nuke on 0,0 (the center of
the world and God's sanctuary)  It created a nuclear wasteland
of about 20 to 30 sectors radius and the normal damage wrapped
around the world three times!  However, I got the message:
bounced off 0,0  [where it was aimed!]
