The computer always uses the same strategy, and relies heavily on fighters. The key to the game is fast expansion, if you can get more cities in the beginning, then you've got it made. On your starting island, have one city making armies, one making troop transports, one making submarines, and one making fighters. The city making armies will make enough to fill a transport by the time the transport is finished and then some. Your fighters can scout out the neigboring islands and your submarines can hunt down enemy troop transports. Once you have a troop transport finished, go to a neutral island, capture one city, and move on to another neutral island and repeat the process until the transport is empty. These cities will produce armies that can take the other cities on the island. All of your coastal cities should crank out submarines, because submarines are the most cost/time effective ship, and all inland cities not needed for armies should make fighters. You don't need carriers because you can set up flight paths from city to city to take fighters where they are needed. This strategy will give you an incredibly large navy in short order with which you can wipe out any enemy troop transports that show up. When you get him cut down enough or your navy large enough, you place 3 or 4 subs outside every enemy coastal city so you can kill any ship he makes as it comes out. Your fighters can make regular runs over enemy territory to wipe out his armies and fighters until your transports show up. When they do, pull up right next to a city and grab it, then crank out the armies. Your neighboring islands should produce armies and act as loading areas for your transports until you capture the enemy island.
