[fa.telecom] Customer-owned Pay Telephone Service in NC

A bill was ratified by the North Carolina General Assembly on July 10,
1985 which amends Chapter 62 of the Public Utilities Law.  The General
Assembly authorized the Commission to adopt procedures for the
issuance of special certificates to persons offering telephone service
to the public by means of coin, coinless, or key-operated telephone
instruments.

In response to the action of the General Assembly, the Commission has
concluded that a general investigation should be held to consider
procedures for the issuance of special certificates and to determine
the appropriate terms, conditions and rates for customer-owned pay
telephone service and the terms, conditions, rates and charges for
interconnection to the local exchange network.
