Yes you can play all those tricks with NTSC but you can do similar things with PAL. However no amount of processing can recover information that wasn't transmitted in the first place. The so called high definition NTSC system uses a digital line buffer so that the line can be repeated. By repeating every line the scan lines (and the spaces between them) can be made finer while still filling a large screen. This trick is intended to make the lines less obvious on projection TV systems.
