 I doubt if you could filter it. (net.ham-radio would know)

	1. Ask him to operate his equipment with all cabinets screwed on.
	   This should prevent much of the interfering signals from leaking
	   out of the computers.

	2. Be reasonable about it. Perhaps there are times you could expect
	   him to shut down.

	3. (Drastic) Complain to the Federal Communications Commission (FCC).
	   There are laws against Radio Frequency Interference.

Acording to the FCC, it is your neighbor's responsibility to
shield his equiptment, if it is interfering with anyone else.

But, that is sometimes not very practical, often prompting small
range wars between once friendly neighbors.

But the bottom line is, if it is interfering with the low end of the
TV channels, you are out of luck. His equiptment is switching it's little
heartout at frequencies that equal your TV frequencies.

About all you can do is try re-positioning your equiptment and antanna.

What if it's my own computer interfering with my tv and fm? What can
I do on the computer side to shiels it? Do I have to build a metal case
for it?  It's a six year old Vector Graphic Z-80 CP/M antique with a 
fiberglass case.

a.) Completely enclose you neighbors house in a Faraday Cage.

b.) Get cable TV so that the signal is piped directly into your TV

c.) Ask you neighbor to either shield his/her garage or computer.

d.) Disconnect the power going into your neighbors garage.

Of these options b. is recommended, c. is the cheapest if your
neighbor agrees. a.) the most spectacular and d. the most likely
to result in lawsuits. Take your pick.
