[yum yum] (Sorry to clutter up the net with what is an educated guess at best, but our mailer isnt working particularly well...) I think that this MIGHT cure your problem, provided you leave your VCR OUT OF the loop entirely. The problem could be local oscillator leakage from the tuner of the VCR on the VHF low band back to the distribution amp for your house. It could cause the distribution amp to cut out (hence the snowy (weak) picture). Putting the VCR downstream from the TV might be OK, depending on the isolation provided by your TV set.

You should verify that the outside cable, and all of your video equiptment is properly grounded. The outside cable should have a connection between the shield, and a good ground such as a 6 foot pole that has been driven into the ground. If the plugs on your VCR and TV aren't polarized, then try reversing ONE of them.
