Proyecto Huracan connects Central America with the world

A powerful communications for Central American and the rest of the
world named "Proyecto Huracan", has been operating since September
1990 under the auspices of the Secretaria General del Consejo Superior
Universitario Centroamericano - CSUCA - (in English: the Secratariat
General of the Higher Council of Central American Universitites), with
the financial backing of the United Nations Development Programme.
The project's system, a 386 with Unix, is connected to the regional
X.25 data network (Mayapaq / Antelpac / Hondutel / Nicapac / Racsapac)
and to the Internet via the uunet.uu.net node.

Any user in Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica,
and Panama, with a PC, communications program, modem, and access to a
phone line, can communicate with the Huracan system and have access to
electronic mail, conferences ("news"), and online database searching
of regional databases.

The electronic mail service allows the exchange of messages and
documents with millions of people and institutions located mainly in
North America, Europe, and Latin America, reaching users on the
academic networks Internet (including CSNet and Usenet/UUCP), Bitnet
(including NetNorth in Canada, and EARN and Janet in Europe), and the
non-commercial APC networks (Peacenet & Econet in the U.S., Web in
Canada, Greenet in England, Pegasus in Australia, and Nicarao in
Nicaragua).

The functionality offered by the Huracan system is an excelent
alternative to more conventional forms of communication, for
researchers in Central America who wish to communicate with their
counterparts outside the Region, as well as for regional institutions
with offices in different Central American countries.

The system will be operating at no cost to the users until May of
