ARMS TRADE LEGISLATIVE PHONE ALERT  
Senate Foreign Relations Committee
June 12, 1991

        While there has been much talk in Washington about ending the 
Middle East arms race, Congress has yet to take any concrete 
meaningful step towards that end; and President Bush continues to 
sell the most sophisticated arms to the Middle East. 
        The Senate Foreign Relations Committee will be marking-up, 
discussing and voting on the State Department Authorization Bill 
this week. This bill originally contained language, introduced by 
Senators Kerry (D MA) and Brown (R CO) for a moratorium on Middle 
East arms transfers. This language has been greatly changed. 
WE URGE YOU TO TAKE ACTION IMMEDIATELY. 
        Contact your Senator if he/she is a member of the Senate Foreign 
Relations committee, otherwise, contact the chair, Sen Claiborne 
Pell. Let him/her know that you believe the U.S. Congress should take 
responsibility for a meaningful first step toward ending the 
dangerous ME arms trade.  
        Urge him/her to vote to include provision in the State Department 
Authorization bill requiring a moratorium on all Middle East arms 
transfers, such as in the original Kerry, Brown amendment, with the 
time used to develop an international moratorium on Middle East 
arms trade.
        A vote is expected this week, or early next so prompt action is 
needed.
