I have a paper available that poses about 120 questions dealing with the economic, social, management and legal aspects of software reuse. Many of the questions deal with software libraries and archives, and should be of interest to readers of this area. To obtain a copy of the paper, send me your e-mail address for an ASCII text version of the paper, or a snail-mail address for a paper version. BTW, I publish a directory that lists the titles to over 9,000 computer programs available in source code form from the government and universities, all applications stuff, way beyond most of the stuff floating over nets. My general observations is that the government and universities are extremely incompetent when it comes to software technology transfer, to the point of extreme apathy. There is so much stuff out there available for people to put into their archives, it is a national disgrace how poorly it is being handled. My opinion on Congressional bills to improve these state of affairs is that their sponsors (more specifically their staff) do not understand the practical problems of information technology transfer.
