[comp.org.acm] Are Students Voting Members of SIGs?

I am an ACM student member.  I recently got a ballot for SIGARCH
elections.  Was I supposed to?  I know that student members cannot
vote in ACM elections, so I always assumed we similarly could not vote
in SIG elections.  Can anyone tell me the official policy?
