[comp.compression] 12 bit-plane color image compression schemes

I am looking for literature and code examples for high efficiency image
compression algorithms that can handle anywhere from 4 to 12 bitplanes.

For my application the decompression speed and a compression ratio of at
least 4:1 on average are the most impostant points. In particular, I do
not care if the compression of the image requires time.

Also, can anyone tell me where I can find papers and examples of JPEG
[and MPEG] algorithms?
