I don't know how current it is, but we have a copy on our BBS at
(201)473-1991.  From the main menu go to <S>EA files, <A>RC and related.  The
file you want is COMPRESS.ARC, near the end of the list.  

If things are set up properly, it sould also be available for "anonymous ftp"
(whatever that is [I'm not a UNIX hacker]) from ieee.org, I think.
