New governors have been appointed for the north eastern state of Assam
and the western state of Goa. Mr.Loknath Mishra, a former MP will be
the new governor of Assam. He succeeds Mr.D.V.Thakur who resigned on
Thursday . Mr.L.N.Mishra will also hold additional charge of the
governor of Arunachal Pradesh. The president has also appointed 
Mr.Bhanu Pratap Singh, a former union minister as governor of Goa. He
will also be the administator for the union territory of Dadranager
Haweili and Daman and Daiyu( ?sp ). The present governor of Goa 
Mr.Khurshid Alam Khan has been shifted to Karnatak.

The Pakistan foreign secretary S.Yakhub Khan has expressed the hope that
the next round of foreign secretary level talks due to begin on the
4th of New Delhi on the 4th of April will maintain the momentum gathered
during the last round of talks held in Islamabad last December. Speaking
at the Pakistan institute of international affairs in Karachi, Mr.Khan
said that the relations between the two countries have improved considerably
following the meeting between the two PMs in Maldives last November last
year during the SAARC meeting.

In Srilanka three persons were hacked to death by the  LTTE men on Thursday
in two Sinhale villages in the N.eastern districts of Amparai and
Anuradhapuram.
