      Monday  was one of the bloodiest day/night in Punjab. A total of 42 (44)
people were killed. In 10 separate encounters, 21 miltants were killed. In New
Delhi one person was killed when a bomb exploded.

     A special envoy of Emir of Kuwait, Dr. Abdul Rehaman Adbdulla said that
Kuwait needs Indian help in reconstruction. He met  President R. Venkataraman
and had extensive talks with the deputy minister for External Affairs, 
Mr. Gurukeerat Singh in Delhi on Monday.

    In Pakistan, journalists are upset at the treatment of the BBC
correspondent. Karachi Press Club (I might have gotten the name wrong) has said
they will not report on any MQM proceedings. In Islamabad Foreign Press Corps
has boycotted the Senate session. MQM has refuted the allegation that it is
responsible for the beating of the BBC reporter and his brothers.

     In Sri Lanka the talks proposed by SL government (on Mar 7) between LTTE
and itself seem to be in a snag. SL government wanted the talks with Mr.
Prabhakaran and LTTE said that he will not meet Govt representatives (because
of security).

     In an interview, an Indian news analyst Mr. Kanhai Lal Nandan said that
India at present is completely preoccupied with the elections and any foreign
affais problems, including Gulf, will not be in the minds of people or
polititians. He said during thw war, official govt position was not at all
pro-iraqi. He also said that Iraq felt that India, though had a a lot moral
assistance from it on Kashmir issue, was not sfficiently on Iraqi side even
during Iran/Iraq war.
