The center has decided in principle to impose travel restrictions on
foreign tourists visiting north eastern region of India. This follows the
recent visit of the dep prime minister as well as the recommendations of
the ministerial committee on the north east. The areas include
Jammu and Kashmir, Himachal Pradesh and Uttar Pradesh.

The center is to take a decision on holding elections in J&K, Punjab and
ssam in a day or two. Governors of these three states have been summoned
to the capital to participate in the discussions. According to an
official spokesman, the union cabinet has considered holding elections
in the three trouble torn states at it's meeting yesterday but differed
he decision pending discussions with the state 
governors.  The option before the govt is to hold elections shortly after the lok sabha elections - the report added.

The election commissioner has called upon the central observers to 
take all necessary steps to prevent poll rigging and booth capturing
in next month's elections. This was announced by the chief election
commissioner Mr.T.N.Sheshan after he held discussions with the
central observers in New Delhi yesterday. He said the observers will 
also visit the constituencies before the poll begins to supervise the
arrangements. Mr.Sheshan also said that a communication methodology
for direct contact between the observers and the commission is
being devised.
