Yesterday's vote calls for a halting of the aid unless India can prove it is not making nuclear weapons. Such conditions currently apply only to Pakistan. ''Attempts to equate India with Pakistan in this manner...seem misplaced,'' Foreign Ministry spokesman Aftab Seth said. He said India was ''disappointed at the tenor and content of the debate'' in the House preceding the vote. To be enacted, the bill must pass the Senate, where it is considered to have less of a chance than in the House. It was sponsored by Congressmen who earlier had failed to lift similar restrictions on Pakistan. If the bill were to become law, India would stand to lose $22 million in development aid. * * * End of Article ==============
