1. MILITANTS REPORTEDLY KIDNAP TWO SWEDISH ENGINEERS
	Srinagar: Unidentified gunmen kidnapped two Swedish engineers in Indian-ruled Kashmir on March 31, the first foreigners to be seized since a separatist rebellion erupted 15 months ago. Joe Jansen, 35, and Olle Loman, 37, were 
kidnapped while returning from a lunch in the Himalayan ski resort of Gulmarg
with Jansen's wife and daughter, J.N.Saksena, police chief of Jammu and Kashmir,said.

2. `NATURAL CYCLE' TEST TUBE BABY BORN IN MADRAS
	Madras (PTI): A test-tube baby was born, in the "natural cycle" without usage of drugs, at the "Invitro Fertilization Test Tube Baby Center" here on
March 20. Mriefing newsmen on March 31, Dr. Zubaida Begum, chief of the center,
said that the "natural cycle" was a procedure in which drugs in the form of 
tablets or injection were not administered to patients.

3. INDIA-PAKISTAN MILITARY COMMANDERS BEGIN TALKS
	New Delhi: Indian and Pakistan military commanders began talks on 
agreements to prevent violation of each other's borders and airspace on April 
1. The talks begin five days after Pakistani government charged that Indian
troops had fired into Pakistan, killing four people.

4. FORMER MINISTER LASHES OUT AT PEPSI
	New Delhi: Former Railways Minister, George Fernandes, said that the 
multi-national Pepsi Co. was producing potatoes at low rates of up to Rs. 2
per kg, but was selling potato chips at the rate of Rs. 140 per kg. Displaying 
some packets of chips marketed by the company here on March 27, Fernandes 
complained of the high-price and said the local potato chips were
selling for Rs. 50 per kg.

5. KRISHNAN, PAES WIN DOUBLES TIE AGAINST INDONESIA
   INDIA MOVES INTO SECOND ROUND OF DAVIS CUP
	Jaipur (PTI): India carved out an authentic doubles victory over 
Indonesia at the Jai Club here March 30 to move into the second round of
the Asia/Oceania zone Davis Cup competitions. The new doubles combination of
Ramesh Krishnan and Leander Paes blasted the Beijing Asian Games bronze 
medalists pair from Indonesia, Bonit Wiryawan and Daniel Heryanto 6-2 
6-3 6-3 in exactly 100 minutes to give India an unbeatable 3-0 lead in
the firstround tie.

1. NEW DELHI NEGOTIATING FOR WORLD BANK LOAN
   SERIOUS FISCAL CRISIS, SAYS RBI CHIEF
	Bombay: India is negotiating $3 to $4 billion in fresh loans from the 
World Bank and International Monetary Fund to see the country through a serious
fiscal crisis, Reserve Bank of India governor S.Venkitaramanan said. "We have
not talked to anybody about rescheduling," the central bank governor told 
Reuters in an interview at the weekend.

2. V.P.SINGH'S NEPHEW JOINS BJP
   CITES ITS STAND ON AYODHYA
	New Delhi: Anand Singh, nephew of former Prime Minister V.P.Singh and
Congress-I MP, Ram Nagina Misra, joined the Bharatiya Janata Party on April
11. Both of them were present at the BJP daily press briefing along with
the party chief, Dr. Murli Manohar Joshi.

3. `CONGRESS WILL GET MAJORITY': GGANDHI
	New Delhi (ANI): "Congress (I) will get a majority," party president 
Rajiv Gandhi declared on April 13. In a question-and -answer session with
Delhi-based foreign journalists, he further declared that the last one
and a half years had devastated the country.

Election countdown

  The last date for withdrawal is April 29. 
  Elections for LS and assembly in Punjab and Assam will be held in June.
  The electorate is estimated to be 517 million.

Election sidelights

  Although Victor Banerji was indeed given a Congress ticket earlier, 
  Former Test player Chetan Chauhan may also contest for BJP in UP.

Janata Dal crisis
  Earlier most of the members of the erstwhile Jan Morcha quit their party 
positions and said that they would not contest the polls. The more prominent
leaders included Arun Nehru, Arif Khan and Satyapal Malik. 9 former MLAs of
UP did the same.

  In statements to the press, the leaders said that they were unhappy with the
personality cult in the party and the way that differing opinions were being
suppressed. It is understood that they were unhappy with the way VPS has
taken up the Mandal recommendations as a prestige issue.
Subsequently the above three leaders were expelled from the Janata Dal. At
least one of them (Khan) will be contesting.

The JD meanwhile has made an alliance in Haryana with a new party formed by
Bansi Lal, who was recently expelled by the Congress.

Terrorism and crime

The two Swedish engineers kidnapped in Kashmir are still in the hands of
the militants. In the meantime security forces have captured the leader of
the Janbaaz militant group which is allegedly responsible for the kidnapping.
while Amnesty and the UN have protested against the kidnapper's demands andsaid that the hostages should be released.
 In an unrelated incident, dacoits killed another Swedish engineer near 
Hyderabad Sind. In the same area, dacoits continue to hold two Japanese
students who were kidnapped during a trip down the Indus.
  7 persons were killed in a series of bomb blasts in Bombay. It is not clear
who was responsible.

Neighbours
The US will deliver 11 F-16s to Pakistan as replacements and 60 more will 
be delivered by 1996, even though the US is supposedly not happy with 
Pakistan now.


Economy
  Even though India is facing an unprecedented shortage of foreign exchange,
the finance minister said that India will not default on its loans and
interest payments. The IMF will resume talks for a further $2 billion loan
r a new government is elected. They had disbursed $1.79 billion in January.
Meanwhile, the official exchange rates showed the dollar crossing the 20-rupee mark for the first time. To put it differently, the rupee sank below the
5-cent mark for the first time. It is expected that by the end of the year
the exchange rate will be at least Rs 23/$. It may be recalled that the 
corresponding figure was Rs 15 two years ago and Rs 17 one year ago. (Those
of you who financed their education here with loans from India should be happy
since it will be easier to repay from abroad.)

Miscellanious news:

  Kerala has been officially declared 100% literate.  Over 50 persons
  have been killed by tigers (real ones) in the Sunderbans lat month.

Cricket

West Indies won the 4th test against Australia at Bridgetown by 343 runs. 
They thus won the series leading 2-0 with one to go. The highlight was

1. PAKISTAN RECEIVED SECRET SHIPMENT OF URANIUM, SAYS INDIA

	New Delhi: India said on May 6 that Pakistan had received a secret 
shipment of uranium at the port of Karachi which would be moved to Hyderabad
city. A senior government source, who asked not to be identified, said the
uranium arrived on May 5 and would be carried to Hyderabad by military 
trucks ona road from which all other traffic has been banned.

2. POLLS IN PUNJAB WILL BE FRAUGHT WITH DANGEROUS CONSEQUENCES

	Patna: The elections in Punjab under the existing circumstances "will befraught with dangerous consequences," Congress-I president Rajiv Gandhi told 
reporters May 6. The former Prime Minister felt that free and fair elections 
were not possible in Punjab at this stage.


3. SHIPPING CORP.'S SEVEN-DAY HIGH SEAS ORDEAL ENDS
	Visakhapatnam (PTI): The seven-day ordeal of passengers and crew of a 
Shipping Corporation of India's passenger vessel on high seas ended May 3. The 
immobilized passenger vessel, M.Vanaja-II, was towed by another ship and berthedat Visakhapatnam Port.

4. GUNMEN KILL 3 CPM WORKERS IN U.P.
	New Delhi (Reuter): Gunmen killed three Communist Party workers and 
wounded 10 other people in violence ahead of this month's general election.
Gunmen on May 3 sprayed bullets at a jeep carrying Communist Party of India
(CPI) campaigners near Ghazipur town, 185 miles from Lucknow.

GENERAL:
  The Punjab government has asked for postponement of elections there
by about a week. This is because the delay in elections elsewhere will
affect the deployment of security forces there.

  At least 33 were killed in clashes throughout the country following
RG's assassination. Most of the incidents were in TN,AP and Tripura. Some
DMK offices were burnt. In Tripura, Congress supporters set fire to
houses of Communist supporters.

  Apart from this, at least 13 persons committed suicide after hearing the
tragic news. Most of these cases were in TN.
 
MAHARASHTRA:
  A major storm has erupted over Shiv Sena chief Bal Thackeray's remarks
that Gandhiji was responsible for partition and that Godse should be
regarded as a patriot.

  Veteran CPI leader S.A.Dange died at the age of 91. He was given a state
funeral by the Maharashtra government.

MISCELLANY
  Although it is unclear whether Narasimha Rao will be the next PM, trivia
collectors might like to know that he is a widower with 3 sons and 5 daughters.

CRICKET:
  England won all three one-day internationals against West Indies, by
margins of 1 wicket, 7 runs and 7 wickets. Their team includes newcomers
Graeme Hick and an UK-born desi Mark Ramprakash, besides veteran Ian Botham.
Graham Gooch continues as captain.

ELECTION RUNUP
  It now appears likely that there will be a bitter battle for leadership
of the Congress Parliamentary Party. Although Narasimha Rao is said to
favor selection by consensus, a sizable number of younger leaders are
insistent on a seccret ballot.
  At last count elections had been countermanded in 10 LS and 23 VS seats.
In 5 LS seats the reason was large-scale malpracctices on the polling
day. These are Patna, Purnea, Meerut, Bulandshahr and Etawah. Same for
15 VS seats in UP. Elections in the following LS seats were countermanded
due to the deaths of candidates:Nanded, Dhenkanal, Kutch, Barh and Gaya.
Same for 6 VS seats in Punjab, 1 in TN and 1 in Assam.
  CPM and BJP are boyccotting the polls in Tripura in protest against
violence by Congress workers.

PREDICTIONS
  The bookies at Bombay's Satta Bazar seem to think that although Congress
will get the most seats, Advani stands the best chance of becoming PM. Here
are some odds being offered:
  Congress will get 200 seats: 7.5 to 10. i.e. if you bet Rs 10 on this
occurence you will get Rs 7.50 if it comes true.
  BJP will get 200 seats:35 to 10
  Advani beccomes PM: 25 to 10
  Vajpayee becomes PM: 30 to 10
  Narasimha Rao becomes PM: 50 to 10
  V.P. Singh becomes PM: 50 to 10
(They do not seem to think Chandrasekhar is worth betting on).

 ECONOMY
  The government's sale of 20 tons of confiscated gold to raise about
$200 million has been sharply ccriticized by other parties. The finance
minister clarified that it was only mortgaged and not sold, and that the
gold would be returned after 6 months.
  This action was essentially to avert a situation where India would 
default on its $70 billion foreign debt for the first time. However,
short term loans from various countries like Japan, UK, Germany and
Netherlands have come through to tide over the present situation.
But the IMF will not sanction any further borrowing until a new budget
is passed. The World Bank continues to grant loans for specified projects.
  It was reported that the World Bank has insisted on devaluation of the
rupee, but they have denied this. In any case the rupee is linked to a 
basket of currencies and the exchange rate changes every day. Thus there
has been an effective devaluation of 50% against the dollar over the past 3
years. Financial analysts feel that the dollar will cross the 25-rupee
mark before the end of the year.
(COMMENT: This will make it more and more difficult for Indian students
to study in the US without aid. On the other hand, those already here
who had financed their education with loans from India will find it
much easier to repay.)

ASSASSINATION UPDATE
  The mysterious man in the kurta-pajama has been identified as Raghu
alias Raghuraman, who is believed to be LTTE's intelligence chief.
  A police officer who was injured in the blast squarely blamed Congress
workers for disrupting security at the meeting site, as they allowed
unrestricted access to the venue and disobeyed police officals. Further,
a woman constable had indeed tried to keep the assassin away but RG 
himself encouraged the assassin to come forward.

TERRORISM
  A Vancouver court sentenced I.S.Reyat to 10 years in jail for his part
in a bomb explosion at Tokyo airport in which 2 persons were killed. There
is strong circumstantial evidence that the persons behind this blast were
also responsible for the sabotage of an Air India plane on the same day
in which 329 persons were killed. But no one is likely to be convicted
of this crime since the physical evidence lies at the bottom of the sea.
In the Tokyo case, it was clearly proved that the accused had purchased
the components used in the bomb.
  The two kidnapped Swedish engineers continue to be untraced. It is over
three months sincce they were abducted by the Jaanbaaz group in Kashmir.

PAKISTAN
  Pakistan's new policy of economic liberalization is in full swing. For 
example, a Paris-based company owned by the Aga Khan has been allowed
to set up an airline which will compete with PIA on domestic routes. It
may later be allowed to start international flights.
  The large state telecom network is also being offered for sale. This is
one of the 150 state enterprises which are being privatized.
  Former PM Mustafa Jatoi alleged that his hotel room was bugged during
a recent visit to Islamabad. The government has ordered an enquiry.

INDIA AND USA
  A California congressman Wally Herger has proposed a bill seeking to
deny India most-favored-nation status unless Amnesty is allowed to probe
alleged excesses in Punjab. A similar bill is already pending in the House.
  A Guntur-born Stanford freshman, Laxmi Poruri, was a key player in that
university's recent victory in the national women's tennis championship.

CRICKET
  England defeated West Indies by 115 runs in the first test at Leeds. This
was their first home victory against WI in 22 years. An England player of
Indian origin, Mark Ramprakash, scored 27 and 27 on debut besides taking
a few catches. The much-heralded Graeme Hick did not fare so well on his
debut, scoring only 6 and 6.
  India is will play a test series in Australia this winter just before
the world cup.

ELECTION TRIVIA
  An independent candidate called Dharti Pukar is contesting from as many
as 17 LS and 35 VS seats, most of them being VIP constituencies. Major
parties are annoyed, since if anything happens to him all 52 contests will
be countermanded.
  As many as 200 independent candidates are contesting from one VS seat
in Tamil Nadu.
  Polling was held in some isolated areas of Meghalaya on May 22-since the
news of postponement had not reached the officials there. These areas are
now having a repoll.

BUSINESS AND INDUSTRY
  An Indian farmers organization is likely to sell foodgrains on credit to 
Iraq. Although such transactions are permitted by the UN sanctions, most
other countries are unwilling to extend credit to Iraq.
  India's first indigenously built missile boat was handed over by Mazagon
Docks to the Navy. It will be recalled that similar Soviet-built boats
were quite successful in the 1971 war.
  The railways are introducing a new Rajdhani-type train which will run
between Bombay and New Delhi 3 times a week, in addition to the existing
Rajdhani which runs 6 times a week.

MISCELLANY
  After Kerala has reached the goal of "total literacy", Bengal is likely
to follow soon. Burdwan district has reached this level already.
  Film director Raj Khosla is dead.

BBC (Chandan Mitra of "The Sunday Observer" of Delhi did most of the talking.)

	In Ludhiana dist., there were terrorist attacks on two trains. They occurred 15 minutes of each other. Gunmen fired indiscriminately on passengers. At least a hundred are dead. This is part of a systematic campaign by the 
ultra-extremists to get elections canceled.  There were assassination attempts 
on the home minister, Sahay who is contesting from Punjab and the Doordarshan 
director, earlier. Several election candidates have been killed causing 
cancellation of elections for 1/4th of the Punjab assembly seats. With this 
outrage, the elections scheduled next week may not be held at all. Congress 
and a Communist party are already boycotting the elections.

Parliament with Congress emerging as the largest parliamentary party. BJP is expected to finish second. Alliance between Congress and Communists or a faction of Janata Dal is expected.

Financial crisis

The Economist

	India's credit rating has been downgraded several times recently, 
warning banks not to lend until the country agrees on a reform package with 
the IMF. India hopes this will bring $2 bn by Sept. and a further $5 bn over 
three years, under IMF's enhanced structural adjustment facility.
	
	Foreign debt, $21 bn a decade ago, is now $71 bn. For long, this 
wasn't a worry to bankers since much of it came from aid. Even today, only 
1/5th is owed to commercial banks. Of this $14 bn, $5.5 bn is short term. 
$2.5 bn oF India's bonds are in circulation abroad.

	India also holds around $12 bn of foreign exchange deposits, from 
non-resident citizens, who get a special interest-rate premium. But these 
deposits have virtually stagnated since last August.

	Foreign exchange reserves were down to $1.2 bn in April, barely three 
weeks of imports. An IMF loan of $1.8 bn in Jan. staved off a disaster when 
the reserves were down to $1 bn. Now, the govt. is selling gold abroad.

	Until the Gulf crisis, India had been cutting its debt-service ratio, 
from 31.6% of exports in 86-87 to 26.3% in 89-90. Exports were rising at 25% 
a year. But imports also rose as fast or faster, fueled by fiscal profligacy. 
The IMF and the World Bank feel fiscal discipline is the main remedy. But they 
also want reforms in industry (fewer controls, encouragement of foreign 
investment), in trade (lower tariffs, fewer non-tariff controls), and in 
finance (cleansing bank balance sheets of huge dud loans, lowering the 55% of 
bank loans that go to govt. at concessional rates, insulating state-owned 
banks from political and bureaucratic arm-twisting). The soon-to be elected 
govt. will have little choice but to accept this. If so, the commercial banks 
will resume lending: India's debt-service ratio is slight compared with 
Mexico's 55% plus or Brazil's 80% in the early 80s.

      + I was present at the dinner at Mr n k p salve's
residence last night but  refused to sign any statement,+he
said.

      Mr rajesh pilot, an M.P from rajasthan who was playing
the role of a mediator in resolving the leadership issue,also
denied that he had signed the statement.

      M.Ps from Madhya Pradesh met late tonight to decide
their future course of action.

     A meeting of the parliamentary party is likely to be
convened tomorrow to elect its leader who may immediately

Lucknow 
BJP wins 50 ls seats and on course to form govt in up

      lucknow, June 19 (PTI) the Bharatiya Janata party bagged
the largest number of 50 Lok Sabha seats in Uttar Pradesh and
needed 45 more assembly to be able to form its own government
in the state as the counting of votes continued on the fourth
day today.

      Of the 81 Lok Sabha results declared so far, the Janata
Dal came next securing 21 seats. Three had been countermanded.

      The Congress-icould win only five seats, including that
of late Rajiv Gandhi. The Samajwadi janaa party had got four
while the CPI only one seat.

      Result of the salempur parliamentary constituency, from
where the railway Minister, Mr janeshwar mishra, was
contesting as a SJP nominee, was yet to be announced.
  
Lucknow 

      today's notable losers were Mr.T.N. Chaturvedi, former
comptroller and auditor general of India, contesting from
kannauj Lok Sabha constituency as BJP nominee, and Mrs
Rajendra Kumari Bajpai, senior Congress (I) leader and former
Union Minister, trying to retain her traditional sitapur seat.

      Others who had lost during the last 24 hours were Mr
Braham Dutt, Mr Sharad Yadav, and Mrs Mohsina Kidwai, former
union Ministers.

      The well-known cricketer, Mr chetan chauhan, was however
declared elected from amroha.

      The BJP maintained its winning spree and secured 168
seats as the results were still tricklng in.

      For the 425-member assembly, only 404 results would come
as elections in 21 constituencies had been countermanded.

Cong parliamentary board meets to finalise cpp meeting

      New Delhi, June 19 () the central parliamentary board
of the Congress (I) began its meeting a little before midnight
tonight to finalise the date and time of the crucial meeting
of the Congress (I) parliamentary party to elect its leader.

      Six Chief Ministers, including Maharashtra's Mr sharad
pawar, a contender for the post, are attending the meeting as

      The other Chief Ministers are Mr janardhan reddy of
Andhra Pradesh, Mr s bangarappa of Karnataka, mr Lalthanhaula
of mizoram, Mr s r majumdar of tripura and mr gegong apang of
arunachal Pradesh.

      The meeting, presided over by Congress (I) president, Mr

ccp meets tomorrow to elect leader
      New Delhi, June 19 () the Congress-iparliamentary party will
meet at four pm tomorrow to elect its leader, the aicc-igeneral secretary,
Mr ghulam nabi azad, announced tonight.

      The Congress-iparliamentary board at its meeting late tonight
decided that senior leaders Mr k Karunakaran and Mr s s ray will meet the 
party mps of both houses of parliament to evolve a consensus on
the leadership issue.

      Both the leaders will hold consultations with the mps from 9 am

Newdel Rao-profile two

      Mr Rao started his political career as a Congress
activist during the freedom movement in the erstwhie Hyderabad
state. He was the general secretary of the Hyderabad state
Congress committee and became its vice-president in 1956.

      He was elected to the Andhra Pradesh legislative
assembly for the first time in 1957 from manthani constituency
in karimNagar district.

      He held a wide range of Ministerial posts during the two
decades he served in the legislature. This included a two-year
tenure as chief minsiter from 1971 to 1973 when he succeeded
Congress stalwart, Mr brahmananda reddy.

      While implementing a number of revolutionary measures
including his land reforMs policy as the Chief Minister, he
saw to it that in the 1972 assembly elections nearly 75 per
cent of the Congress tickets were given to candidates from the
scheduled castes, scheduled tribes and backward classes.

      These measures won for the party an impressive number of
220 seats in an assembly of 270.

      Mr Rao became the consensus choice of the party for the
top parliamentary post after two days of hectic lobbying and
confabulations at various levels in the party.

      A section of the party members, owing allegiance to the
Maharashtra Chief Minister, Mr sharad pawar, had demanded a
secret ballot to decide the leadership issue even as Mr pawar
had thrown his hat in the ring.

      To counter the demand, the supporters of Mr Rao had
advocated the concept of the consensus, which they felt was
necessary for keeping the unity of the party.

      a meeting of the central parliamentary board was held
here late last night to resolve the issue of procedure of
selection of the parliamentary party leader in the wake of an
assertion by Mr suresh kalmadi, mp, a close associate of mr
pawar, that the demand for secret ballot was gaining ground.

      The parliamentary board meeting, which was also attended
by Mr pawar and five other party Chief Ministers as special
invitees, unanimously decided to ask senior party leaders Mr
k. Karunakaran and Mr s.S. Ray to ascertain the views of the
members in the matter today.

      Even as the two leaders were in the process of
ascertaining the views of party members, Mr pawar called on
the party president, Mr Rao, to extend him his support to
facilitate the unanimous election of the leader.

      In a letter to the President, Mr R.Venkataraman, the
secretary of the Congress(I) parliamentary party, Mr t.Chandra
shekhara reddy, informed him that Mr Narasimha Rao was
unanimously declared elected leader of the parliamentary
party.

      He said the mps of both houses met this evening and
elected Mr Narasimha Rao.
  

Newdel Rao-profile three

      Mr Rao moved to Delhi as aicc general secretary in 1975
and continued in that position till 1976. During that period,
he played a key role in drafting the political, economic and
foreign policy resolutions for the aicc session at kamagatur
Nagar in Chandigarh.

      In the 1977 general elections, he was one of the few
Congress heavy weights to withstand the Janata 'wave' and
enter the Lok Sabha. He was elected from the hanmakonda lok
Sabha constituency.

      Since then Mr Rao has held several important Ministerial
posts, including the defence, external affairs, home and hUman
resource development portfolios at the centre.

      An accomplished linguist fluent in many languages, Mr
Rao was made the Minister for external affairs in the Indira
Gandhi cabinet when the Congress-icame back to power in 1980.

      He was moved to the ministry of home affairs in july
1984, a month after the +operation bluestar+. He continued in
that post till Mr Rajiv Gandhi constituted his cabinet after
the party's victory in the eighth Lok Sabha elections in
december 1984. 
  
Newdel Rao-profile four last

      Mr Rao first served as the union Minister for defence in
the Rajiv Gandhi cabinet before he was given the hUman
resource development portfolio. He headed the newly formed
ministry of hUman resource development, a synthesis of several
ministries.

      In June 1988, Mr Rao was shifted to the ministry of
external affairs and held the post till the Congress-iwas
voted out of power in the 1989 general elections.

      A versatile personality, Mr Rao is a recipient of
'sahitya ratna' degree in hindi literature and is actively
associated with the +dakshin Bharat hindi prashar Sabha.+

      As a lawyer, hr participated in the vandemataram
movement in the erstwhile Hyderabad state under the leadership
of swami ramananda tirth.

      Author of many fictions in hindi, marathi and telugu, Mr
Rao has been the chairman of the telugu academy. He has also
translated many books into telugu and hindi.

Pawar not moving to centre
      New Delhi, June 20  the maharasthra Chief Minister
Mr sharad pawar who opted out of the contest for the Congress
(I) parliamentary party leadership today said he has no
intention of coming over to the centre and would prefer to
remain in his home state. 

      +My home is Bombay. I am happy there+, he told newsmen
as he arrived in the central hall of parliament to attend the
cpp(I) meeting which elected Mr p v narasimha Rao as leader.
      Asked if his name was considered at any stage for the
post of deputy PrimeMinister, Mr pawar said he was strongly
opposed to the concept of deputy PrimeMinister. +My advice to
Mr Rao is--dont create the post of deputy PrimeMinister.
There should not be two centres of power+, he said.

today cleared 502 of the 511 parliamentary constituencies
for inclusion in the notification constituting the tenth Lok
Sabha. 

     The chief election commissioner Mr T N Seshan
told newsmen here that the due constitution notification
will be issued later today and may exclude nine seats for
which results were not not yet ready.

     The constituencies whose results are yet to be declared
are: gauhati(assam), banka, sasaram and bikramganj (bihar)
and salempur(u.P.). 

      While counting was still on in guwahati, salempur and
banka, the results in sasaram and bikramganj had been held up
because of an embargo by the commission which had now been
lifted.

Narasimha Rao invited by President to form Government

      The President, Mr R Venkataraman, invited Mr Rao to form
the new government and prove his majority within four weeks.

      The swearing-in ceremony will be at 1250 hours, Mr Rao told newsmen
at rashtrapati bhavan after his 40-minute meeting with the presdient.

      Replying to questions, Mr Rao said + we will take appropriate
decision soon regarding seeking support of other parties. 

      New Delhi,June 20 () Mr.P.V. Narasimha Rao, chosen
unanimously today as the leader of the Congress-i
parliamentary party, will be sworn-in tomorrow as India's
ninth PrimeMinister.

      The 70-year-old scholar politician, who succeeded
Mr.Rajiv Gandhi as the Congress-ichief, met the President, Mr
R Venkataraman, and staked his claim to form the government.
While inviting Mr Rao to constitute the ministry, the
president asked him to prove his majority on the floor of the
Lok Sabha within four weeks.

      Heading the single largest party in the Lok Sabha with
224 members and supported by 16 members of allied parties, Mr
Rao's government falls 16 short of absolute majority in a
house with an effective strength of 511.

      Neither the BJP nor the national front-left front
combine has voiced opposition to formation of the Congress-i
government.

      The way for Mr.Rao's unanimous election was paved
following the withdrawal by the Maharashtra Chief Minister,Mr
Sharad Pawar, from the leadership race.
  
      New Delhi, June 20 () the Prime Minister-designate,
Mr P.V. Narasimha Rao, said tonight he felt +humble and
confident+ in assuming office of the head of government of the
world's largest democracy.

      The 70-year old Mr Rao was talking to newsmen in the
forecourt of rasthrapati bhawan after a 40-minute meeting with
the president, Mr r.Venkataraman.

      Mr Rao will become the ninth Prime Minister of the

Rajiv Gandhi Assination Suspects:

MURUGAN WAS LTTE MEMBER, SAYS CBI

      Chengalpattu (TN) June 15 () Murugan alias Dass,
arrested by the CBI last night, was a member of the LTTE and
had been given a specific assignment by the group in the
assassination of the former Prime Minister, Mr Rajiv Gandhi,
the CBI stated in its affidavit filed before the Chief
Judicial Magistrate, Chengalpattu.

      Murugan and Indian born Nalini, who were arrested last
night by a CBI team while alighting from a state transport bus
at Saidapet in Madras were remanded to 28 days police custody
by the Magistrate, Mr Vadivel Ratnam today.

      The Magistrate, in his order said Nalini and Murugan,
who were arrested under the Terrorists and Disruptive
Actvitities (Prevention) act 1987, should not be illtreated
during police custody and should be fed at government cost and
provided normal facilities as per rule.

      He directed that the two be produced before him by 1700
hrs on July 12.

      In another order, the Magistrate allowed the police to
retain possession of belongings seized from Nalini and
Murugan. 

      Nalini, dressed in a pink salwar-kameez and Murugan, who
had recently tonsured his head were brought to court in
Chengalpattu amidst tight security.

      A battery of press photographers clicked away as a
visibly tense Nalini and Murugan were brought to the court
premises.

      CBI DSP Mr K Raghothaman, who is investigating the case,
in his affidavit stated that Murugan alias Dass was a Sri
Lankan Tamil hailing from Jaffna and was an LTTE member. He
said Murugan had been given an assignment by the LTTE in the
assassination of the former Prime Minister, Rajiv Gandhi.

      Murugan and Nalini were absconding for some time and had
tried to cross the Tamil nadu coast to enter Sri Lanka, but
their attempt was foiled as the police and the CBI had
maintained a strict vigil, sealing all escape routes, he said
in the affidavit. 

      Mr Raghothaman in his affidavit stated that Murugan was
apparently working in collusion with Sivaraja, a kurta-clad
man, seen in the photograph alongwith the alleged woman
assassin, who was also wanted in connection with the case.

      He stated that Nalini was a key-conspirator in the case,
having harboured the alleged assassin and some other persons
wanted in the case. He said that Nalini and Murugan had worked
in collusion with several persons.

      Stating that Nalini and Murugan were working with
several known and unknown suspects wanted by the CBI in the
case, Mr Raghothaman prayed that the two should be remanded to
police custody as investigation was in progress and the
involvement of any other persons and other facts had to be
brought to light. 

      The Magistrate, Mr Vadivelu Ratnam, remanded both the
arrested to 28 days police custody. The CBI sought 30 days
custody under the terrorist and disruptive activities
prevention act (TADA) as they wanted to question them on their
involvement besides that of others in the case.

      The court ordered the CBI that all basic necessities be
provided to both Nalini and Murugan.

      Nalini appeared shaken and looked pale while Murugan, 
who was brought in handcuffs, seemed unmoved and emotionless. 
Murugan was dressed in pants and shirts.

      the owner said payas and his brother used to come to the
shop aften to buy groceries and pick up the messages about the
next days's calls. Occasionally, relatives of payas, like his
wife or sister, who was also staying with him, would receive
the calls, he said.

      He said he could not make out the gist of the
conversation as he was preoccupied with business.

      The shop owner said he was not aware of any calls to the
shop from abroad immediately after the killing as the shop was
closed till Mr Gandhi's funeral. However, after it was opened,
there were no calls from abroad or from any friend of Payas,
barring a local call a couple of days later, he said.

      He said CBI men traced his shop through a telephone
number which seemed to have figured in the diary of shankar,
an LTTE man arrested at vedaranyam in Tamil Nadu after the
killing. He informed the CBI that the calls were meant for
payas and his brother, kanthan.

a government in assam by winning 65 of the 123 seats results
of which have been declared so far.

      In naharkatia assembly seat rechecking of the rejected

candidate, Mr. Hari phukan, who was trailing by only 57 rpt 57
votes at the end of the counting yesterday. The result of this
constituency, which was withheld, was expected to be announced
by midnight, official sources said.

      The badarpur seat was countermanded following the death
of a natun asom gana parishad (nagp) candidate.

      From the jalukbari assembly seat, former home Minister
and nagp working president, Mr. Bhrigu KUmar phukan won by a
huge margin.

      The last result that of the guwahati (west) is yet to be

VISITOR AT THE HOUSE OF ROBERT PAYAS, ANOTHER ACCUSED IN THE
CASE, AT SUBURBAN PORUR HERE, A NEIGHBOUR SAID WHILE A
PROVISION STORE IN THE SAME AREA WAS THE 'DROP' POINT FOR
MESSAGES FROM JAFFNA, ITALY, DENMARK AND CANADA THROUGH PAYAS
TILL THE KILLING.

      THE KURTA-CLAD SUSPECTED ACCOMPLICE, SIVARASAN, SPOTTED
AT THE ASSASSINATION SPOT BEFORE THE BOMB BLAST, USED TO STAY
AT THE RESIDENCE OF PAYAS, A SRI LANKAN TAMIL, WHO WAS
