Newdelhi: Congi-cabinet
No blanket rule for proportional representation in cabinet

New Delhi, June 22: the Congress-i today said that
there could not be any ''blanket rule'' to provide
representation to a state in the union cabinet in proportion
to the party members it sends to the Lok Sabha.

The party spokesman, Mr pranab mukherjee, told reporters
that this was not possible as the Prime Minister had to
consider many factors while forming his cabinet including
availability of persons and sectarian representation.
Stating that it was the exclusive prerogative of the
Prime Minister as regards inclusion or exclusion in his
ministry, he said ''it is the Prime Minister's cabinet. In the
constitutional language, it is his pack of cards, which he can
shuffle as he likes''.

The statement of the party spokesman comes in the wake
of the reported unhappiness of the Maharashtra Chief minister,
Mr Sharad Pawar, over the inadequate representation to the
state, which had returned the largest number of party MPs, in
the union cabinet.

Party MPs from Maharashtra reportedly expressed their
feeling of being let down by the composition of the council of
ministers saying the state had been given a raw deal.

Newdelhi: Congi-cabinet 2 last

As regards the delay in the allotment of portfolios to
the central ministers, Mr Mukherjee said that ''it is not so
much delayed.....It will be done shortly''. He said that the
exercise might be gettting delayed as it was for the first
time in recent years that as many as 55 persons were sworn in
as ministers.

Asked whether the announcment about the allocation was
not being made as there was some hitch about the portfolio to
be given to Mr Pawar, Mr Mukherjee said he did not think so.
''Neither Mr Pawar nor the Prime Minister had taken me into
confidence (on the issue)'', he remarked in a lighter vein.

He said that the composition of the union council of
ministers was a ''good'' one as among other things it has a
blend of the young and the matured persons.

Asked when the aicc-i would be sending observers to
Maharashtra, he replied: ''let the post of the leader be
vacant first.''
