[gnu.g++.announce] only one GNU C++ 1.39.2, please

In my previous annoucement I said:

    It you really want to see your changes put in, try this: put them in,
    test them, announce your intention, let others test them, and then
    make a release 1.39.2.  It's really that simple--as long as people
    communicate.

I meant that if you have a version that incorporates changes you want
to see, that you should, after testing, release that version (under a
new version number).  The first person who does this will release
1.39.2.  The one after 1.39.3, and so forth.

This is much better than sending diffs to me that I don't have
machines to test them with, nor the time to really look at them.
