I would hope and expect that the "chip-set based graphics compression"
refered to is the C-Cube JPEG chip. It is already being used in a 
number of board based designs for the Mac and PC as well as the
NeXT Dimension color board. It is relatively cheap (I believe $75 in
10K quantity) and would make an excellent addition to the Amiga.
