my soloution would be to buy digiview 4.0 and dpaintIII
digitize you line drawings and load the iff's into
dpaint where you can edit and animate them

if you are doing this in black and white, you could probably
do 50+ frames in high-res interlace.

i've used a setup like this before and it has been totally
delightfull.

yikes, also you will need to buy a video camera. i would suggest
buying a surplus black and white security camera. if you look
hard, they can be found for around $20
