Transmission of obscene material over phone line is not always
illegal.  The following is from an Illinois Bell phone book
(emphasis mine):
	Illinois law defines harassment as the use of the
	telephone to make lewd or indecent comment **with
	intent to offend...to abuse, threaten or harass**...
This seems to make net.jokes.q legal **between consenting computers**.
Now if a site sends offending material that is not desired,
it is possible that they could be liable for prosecution under
this law ($500 fine and/or 6 months in the slammer).

OK, if a site is found guilty of transmitting offending material, who
spends the 6 months in jail? The author of the article? The netnews
administrator? The cpu itself?

Of course the author should be thrown in jail since he is the one who is
resposible for the filthy material.  By the way, why would someone want
to put a CPU in prison?!

But who is to judge was is 'filth'? At what location would the trial take
place? The location of writing or the location of reception? What is the area
of reception things it's obscene and the area of generation does not classify
that same material as obscene?

Who is this that put his togue in cheek and not make himself clear but use
the 'Anonymous' account?  Stand out yourself but don't start to fire arrows
in the dark.  There are millions of locations of receptions so if the author
is to be put on trial at every site, then he propably will spend all his life
in jail.

In response to watarts!felix (watarts.1402), the Anonymous jokes:
  It is quite easy to say "inews -t foojoke -n net.jokes.bar -f Anonymous"
    and have the article printed as Anonymous. I tested this not long ago;
    look in net.test for something by jqw!Blackhand (which is a
    psuedonym of mine).

Ever had one of those days when you don't know what's going on?
Change that "jqw!etc" to unc!etc. Anyway, the point is, no one is
traceable as Anonymous, so it's a good way to tell a joke,
make a point, etc.,that you would be embarassed to do otherwise.
