Will Commodore make AmigaDOS 2.0 available to A500 and A2000 users, or did the power-up deal void that option?

This has nothing to do with each other. The power-up deal serves to sell more A3000's, and a future 2.0 update kit will upgrade your old model to 2.0. Remember, for power-up, you just gave away the title page of your manual.
