If you have access to a telnet, rlogin, etc, which can reach the US, 
telnet isca.icaen.uiowa.edu, at the login prompt type iscabbs, and follow 
the instructions.  You'll be in a bbs, so just enter the file section.

Uh, if one can "telnet", why would one not be able to also ftp?  If I
understand what you're saying, you're implying that some sites don't permit
ftp OUT of a site but do permit telnet or rlogin OUT of that same site; if
they do that, why could one not just rcp?

Would you please clarify this?
