The packet size in Vt100 is set with the KmaxPacket command in the
Vt100.init file.  This number can be set to anything up to 1000 bytes.
 
Really though, you should not be having problems with this.  CMS Kermit 4.0
(and possibly earlier versions) support packets sizes up to 2048 bytes.  The
7171 doesn't mind.  I transfer with 1000 byte packets through a 7171 all
the time.  It does make a difference in transfer time.  1000 byte packets
and 1200 baud is almost as fast 92 byte packets and 2400 baud.
 
The real problem with a 7171 is that the #@$%$% thing does not support 8
bit transfers.  8th bit prefixing works but makes for misserably slow
transfer times.

So is the VM/CMS I am typing this on.  I sometime apply uuencode to binary
files so that I can use kermit transfer without the silly prefix code. It
seems to be faster (to me anyway.)  Good thing is that we have a PC connected
to the VAX @9600 baud + Zmodem.  I get about 920 bytes/sec downloading
binary stuff such as fish disks.
