This might be a novel approach but how about just cutting off power. In a home/small office you could just lock up the power cable. In a larger education/corporate environment with unmonitored machines and traffic, I would think that the machines could be locked by rewiring the machines so that the power cable can't be changed, i.e it comes right out of the machine, and then the line itself could have some kind of a lock.
