Why is it you need to test the entire net, which consists of over 600 sites? Surely you could have found a smaller subnet to do your testing in, or better still just used a specially created group that starts with something like "to.". When you post to a group that starts with "net." other sites are keyed to spread this everywhere, including to England, parts of Europe, Canada, the USA and even Australia. Please don't use net.test unless you are really testing the whole net. The net is an informal, distributed world with no central authority. Thus rules must be "enforced" by reminders by other users. net.test was a mistake and can't be easily removed because of the lack of authority.
