The Class 1 standard is now published as TIA-578, and cannot be legally FTPed anywhere. You can obtain a copy through EIA Standards Sales, 2001 Pennsylvania Avenue NW, Washington DC 20006 USA; voice +1-202-457-4966, fax +1-202-457-4985. The Class 2 standard, which is probably what you're really interested in, is still being developed. The latest version was recently mailed by the committee chairman to committee members for review. If you contact him, he may send you a paper copy; I don't think it is FTPable.
