This isn't *quite* the solution you want, but... Black Box sells the Lead Operated Relay (LOR-II), which will turn *on* the power to an AC outlet (only rated at 3 amps, though!) when you dial-in to a modem attached to it. It's also pricey: $125!! Some variation of this device would do the trick, tho. (The original request for for a dial-up device that would turn the computer off, then on, if the computer got hung.)
