[ut.nets.reports] Montreal-Halifax link testing

We have asked INSINC to take the Montreal-Halifax circuit for
testing from 9:00 to 12:00 Atlantic time (1300 to 1600 UTC) on
Sunday, this to take advantage of down time scheduled for half
the customers affected by this outage (at NSTN).

The circuit is intermittently dropping packets to CRC errors.
The loss rate is likely low enough not to affect TCP, but it
does make our internal routing churn from time to time and the
trouble seems to be getting progressively worse.  Previous
tests by the telephone company have come up clean, so they
claim.  This is hardly surprising (past experience has shown
that the tests the telephone company run have only about a
25% chance of detecting anything short of a total failure
of the circuit) and it is expected that it will require some
shouting to get them to actually fix this.
