[comp.windows.ms.programmer] sShortDate and sLongDate parsers

I am looking for a routine that can parse the sShortDate and sLongDate
strings of the intl section of win.ini.  For example, given three integers
representing year, month, and day, this routine would generate a date
string according to the format specified in sShortDate.

Also, where can I find more information on the exact format of these
strings?  In particular, it would be nice to know what strings are
considered illegal.

Any help will be greatly appreciated.
