I recently saw a file which contained some .RLE files, so that you could change the default Windows startup screen. The author states that while he doesn't know exactly what's going on, apparently Windows "compiles" an ????LOGO.RLE file into one of the runtime .EXEs, which is then showed as the startup screen, when you run SETUP.EXE. I used the Whitewater Resource Toolkit on c:\windows\system\user.exe, and WRT came out with a category it called "BITNAP" which it couldn't edit. Is this the .RLE file?
