[net.ham-radio] Clarification of Distribution Information

When I said that the information for obtaining an Empire distribution
should not be made public, I in no way meant that net.games.emp should
not exist.  Specifically, the machine to which to mail to Peter Langston
does not want its identity revealed publicly, and THAT'S what I meant.
