yes, there are several deaf hams.
Other methods of making output available are with signal lights (similar to
what the navy uses in concept) and a pad over a speaker where the deaf ham
can feel the vibrations of the morse code.
I have heard of several deaf hams using the "touch the speaker cone" technique
