[gnu.emacs.help] Incorrect behaviour of basic-save-buffer after write-file-hook

In basic-save-buffer, the mode of the buffer file may be changed, even if the
write-file-hook function returns true. Is this correct behaviour?  Surely once
write-file-hook returns true, nothing should be done to the saved file.
