qst de ad7i red bank, new jersey, u.s.a. hr arrl bulletin nr 8 from arrl headquarters newington ct january 20, 1983 to all radio amateurs bt at a public meeting held january 20, fcc adopted a notice of proposed rulemaking on the volunteer exam program in response to arrls petition. fcc also adopted an nprm on the subject of a no code license. arrl believes this nprm will offer two alternatives. one would remove the code requirement for the technician license with privileges limited to frequencies above 50 mhz. the other would be a digitally oriented license. please note that these are proposals only, with the texts expected to be released in early february. details will appear in the arrl letter and qst ar
