The following are my comments to FCC NPRM Docket 83-28. I would
appreciate any and all comments regarding this approach
to this issue.
Incorporating new technology into amateur radio is the
thrust of the FCC's efforts to formulate a new class of
license. The argument of a code versus no-code license is a
side-issue. The real issue is how to incorporate the newer
data communication technologies desired by some prospective
hams, while preventing the chaos caused by unskilled and
frivolous operations as has happened in the CB service. The
following proposal can achieve both objectives:
The new class of license to be created, whether
entry level or greater, should be a no code
license, allowing all currently accepted data
communications modes with no voice privileges
(A3,A3J,F3) with the exception of P3G in the
appropriate bands. If these "data communicators"
should ever wish to have code and/or voice
privileges they may take the appropriate exam..
By eliminating A3 and F3 (i.e., the technologically simple
voice modes), the incentive for frivolous users to somehow
obtain a license is removed.
This proposed license will effectively discriminate between
those seriously intent on using data communications and
those who's interests are, by-in- large, frivolous uses of
voice mode just because it is available and easily
obtainable.

I think Larry has hit a the solution. If all they want is to experiment with the new forms of communications. Then they should be limited to them. It solves my main concern, that is another CB band on 2 meters. And just after I got an HT. Steve Schwarm W3EVE Foxboro Co Foxboro, MA
