I tried an experiment on a Sun running SunOS 4.0.3. I removed the password file (moved to a different name) and tried accessing the machine... All new pseudo terminal access was blocked (before login prompt) as well as new getty terminal access. It seems safe. I was not running NIS (yellow pages) and would have to explore that one.
