This from QST, July 83:

	The Commisssion has adopted an NPRM in PR Docket 83-485,
	which would make additional 10-meter frequencies available
	for amateur repeater operation.  The current 29.5-29.7 MHz
	segment authorized for repeater use would be expanded to
	include 29.0-29.5 MHz, increasing the number of "channels"
	from approximately 4 to 17.

	The FCC noted that the Further NPRM in Docket 82-83 would
	expand the 10-M telephony segment to 28.3 MHz, offsetting
	most of the loss of frequencies to nonrepeater operation
	caused by this proposal. Further, it specifically requested
	comments weighing the
	 o need for the proposed repeater subband expansion;
	 o impace of the proposed expansion on existing and future
	   repeater and nonrepeater operation;
	 o acceptability of that impact to the amateur community.

  Note that this allocation would place repeaters in the satellite
down link bands on 10 meters.  This would discourage many from trying
satellite communication since most of the satellite users either started
on Mode A (10 meter downlink), or use it exclusively (myself included).
  The lowering of the telephony portion to 28.3 would cause potential
problems to the brand new packet-radio activities around 28.3 MHz, since
the growth of packet radio could place even greater demands on the non-
telephony parts of 10 meters.
