[comp.unix.programmer] Obtaining STD/Daylight Svgs time

for switching between standard and daylight savings time are chosen?            
This year, they changed on a different date than in past years, but             
it seems that our UNIX 3.1.1 knew exactly what to do anyway.  I have            
looked in several almanacs and encyclopedias and the information that           
is presented mentions nothing about an occasional change such as that
which occurred this year.

Alternatively, actually preferably, is there a way to plug in some
long integer date/time into a C function such as ctime() and figure
out if that date/time was in a standard or daylight savings time period?
