The subject archiving also has to be dealt with.  My inclination is
to subdivide the archive into the following loose categories:
	compiler
	interpreter
	assembler
	editor
	shell
	utility
	games
	graphics
Did I leave anything out?

14 characters is a hard upper limit for file-names (AT&T derived
Unix often has this limit.)

I don't know if a dos/prodos distinction is needed.  I also don't
know if beneath each directory should be a directory for each
language.  That is,
	graphics/pascal/fractals
	graphics/applesoft/fractals.part1
	graphics/applesoft/fractals.part2
	graphics/applesoft/fractals.part3
	graphics/c/chaos_game
	....
This seems a bit too verbose for my liking.

Remember, once the archive system is set up it CANNOT be changed.
Volumes already posted cannot be reorganized.  This means it must
be done right the first time.
