It is misleading to suggest that it is legal to receive ANY and ALL transmissions. The key is the legal definition of "broadcasting", which does not have the same meaning as "transmission". For example, it is illegal to listen to point-to-point telephone microwave transmissions (it is considered to be wiretapping), and in the last couple of years prohibitions for NON-point-to-point operations such as MDS and STV (scrambled) services have been enacted. --Lauren--
