as a generic comment i would suggest attending (or purchasing the
proceedings of) the usenix large installation systems administration
workshop (lisa) in it's 4th instance this oct.  most if not all
of this issues are raised, discussed and have some degree of solution.
the usenix proceedings in general are a good place to look for things
like this.

|(2)  Tape device management.  Another capability supported in

it would appear that this problem has been solved at 90% of unix
sites with tape drives.  the simplest solution is a program to
chown the device.

|(4)  Userid management.  Most UNIX boxes come with instructions about
|     which several files should be edited to add a user to the system.

uniqeuid is a step in this direction.  get the nemeth, seebass et.al.
book on unix sys. admin. for this and much more.  aim sells a system.
we use a program called mcp which is about to become (or inspire)
a front end to a network uid server.  the current lisa as a surfeit
of uid/account managers.  another problem solved at 90% of unix sites.

|(5)  Accounting.  We have many projects of one sort and another which
