Regarding packet radio and TAPR: The TAPR TNC (and others) can be used
on any frequency, subject to bandwidth and signalling speed limits.
The TAPR board can go as slow as 50 bits/sec, although it is normally
run at 1200 bps over VHF FM transceivers.  It has an on-board modem
equivalent to the Bell 202, but it can be easily bypassed to use an
external modem (such as an RTTY TU).  The protocol might be a bit
bulky at slow speeds on HF channels so you might want to try AMTOR
instead, but AX.25 is a much more modern protocol and is clearly the
way to go for serious networking.
