I'm looking for the cheapest two-user UNIX that can be used to develop X-based
programs.  Any suggestions?

Try LynxOS. It is AT&T SysV.3.2 compliant, and has X11R3 and Motif 1.0, or
so i am told. It doesn't take much memory or disk space, either. If you want to
learn X, this is a good place to start.
