In my opinion one should encourage publication of rogue programs, suitably
wrapped in whatever ethics the author wishes to attach.  It keeps people
from blundering into the swamp, and allows a forum such as has begun to
develop here.  On the infrequent occasion that someone abuses the knowledge,
from ignorance or mischief, administrative measures are in order.  Many
people and organizations have tried to "do good" by promoting ignorance.
